Berlin seems like a nice city, though I prefer San Diego. Berlin is clearly much better in one way though: dedicated bike lanes along many(most?) city roads. What this works out to is that one of the sidewalks is about 2x or even 3x wider than it would be in the states, and part of it is given over exclusively to bikes. I think bikers still have to stop at some intersections but usually they have right of way, at least with respect to traffic on the side streets. I think I'd feel safe biking to work here, and indeed, you see a lot of bikers and places to lock your bike up too.
